The state cases against the industry were fought to recover the states’ costs of treating tobacco-related illnesses and to reduce tobacco use, especially among youth. It was hoped that the states would use the payments mandated in the Master Settlement to fund comprehensive tobacco control and prevention programs. However, it now appears that only a handful of states will use the money for these purposes. |
